Income limits for general housing allowance

Because housing allowance is for those on a low income, there are income limits. If a household’s income before taxes is higher than this limit, no housing allowance is available. A household typically comprises the persons sharing living quarters.

You can also use an online calculator to estimate the effect of your income on the amount of housing allowance available to you. Please note that the calculator can only provide an estimate.

Government proposes cuts to the general housing allowance

The Government is proposing changes that would cut the amount of the general housing allowance for some recipients. The Government proposes that the assets of the household would affect the amount of the housing allowance. In addition, the maximum amount of recognised housing costs in some towns would decrease due to changes in the municipal categories. The changes would come into effect on 1 January 2025. In addition, Parliament has already previously decided that general housing allowance will no longer be available for owner-occupied homes starting 1 January 2025.

The examples below show the income limits for general housing allowance which apply to households with up to 5 persons. Income limits as of 1 April 2024

If a household’s income before taxes is higher than the income limit shown below, no housing allowance is available. The amounts are rounded up to the nearest euro.

One-adult household

If the household consists of

  • 1 adult, the income limit is EUR 1,844 per month
  • 1 adult + 1 child, the income limit is EUR 2,630 per month
  • 1 adult + 2 children, the income limit is EUR 3,348 per month
  • 1 adult + 3 children, the income limit is EUR 3,982 per month
  • 1 adult + 4 children, the income limit is EUR 4,574 per month.

Two-adult household

If the household consists of

  • 2 adults, the income limit is EUR 2,428 per month
  • 2 adults + 1 child, the income limit is EUR 3,146 per month
  • 2 adults + 2 children, the income limit is EUR 3,780 per month
  • 2 adults + 3 children, the income limit is EUR 4,372 per month.

Three-adult household

If the household consists of

  • 3 adults, the income limit is EUR 2,562 per month
  • 3 adults + 1 child, the income limit is EUR 3,164 per month
  • 3 adults + 2 children, the income limit is EUR 3,728 per month.

  • 3 adults, the income limit is EUR 2,374 per month
  • 3 adults + 1 child, the income limit is EUR 2,952 per month
  • 3 adults + 2 children, the income limit is EUR 3,506 per month.

Income limits 1 January 2024 to 31 March 2024

If a household’s income before taxes is higher than the income limit shown below, no housing allowance is available. The income limit depends on the number of adult and child members of the household. The EUR 300 deduction from earnings has been factored in.

One-adult household

  • 1 adult, the income limit is EUR 2,119 per month
  • 1 adult + 1 child, the income limit is EUR 2,986 per month
  • 1 adult + 2 children, the income limit is EUR 3,777 per month
  • 1 adult + 3 children, the income limit is EUR 4,454 per month
  • 1 adult + 4 children, the income limit is EUR 5,072 per month.

Two-adult household

  • 2 adults, the income limit is EUR 2,851 per month
  • 2 adults + 1 child, the income limit is EUR 3,642 per month
  • 2 adults + 2 children, the income limit is EUR 4,319 per month
  • 2 adults + 3 children, the income limit is EUR 4,967 per month.

  • 3 adults, the income limit is EUR 3,507 per month
  • 3 adults + 1 child, the income limit is EUR 4,184 per month
