Parliament has approved a number of changes in vocational rehabilitation for young persons, rehabilitation allowances and rehabilitation allowances for young persons. The changes are aimed at targeting rehabilitation more effectively at young persons facing a heightened risk of exclusion. The qualifying conditions for the rehabilitation allowance will also be tightened.

Vocational rehabilitation for young persons, rehabilitation allowance and rehabilitation allowance for young persons: changes in 2025

PDF application forms will be introduced on 14 December 2024 for special care allowance, disability allowance for persons aged 16 years or over, care allowance for pensioners, old-age and guarantee pension and for the review of national pensions (old-age and disability pension). The new application forms can also be submitted via OmaKela. 

Online applications for certain benefits will be replaced by PDF forms in the OmaKela e-service

If you are acting on behalf of another person, you need a specific power of attorney from that person and proof of your identity.</p><p>If you bring your online banking credentials or a mobile certificate, you can manage your Kela-related affairs on a self-service computer at the service point.</p><p>You are permitted to bring a guide dog, an assistance dog or a government working dog to a service point.</p>
