Supervised by the Finnish Parliament, Kela is an independent social security institution with its own administration and finances. Kela's operations are guided by its rules of procedure.

Kela on eduskunnan valvonnassa oleva itsenäinen sosiaaliturvalaitos, jolla on oma hallinto ja talous. Toimintaa ohjaa työjärjestys.

FPA är en självständig socialförsäkringsinrättning som står under riksdagens tillsyn och som har en egen förvaltning och ekonomi. Verksamheten styrs av en arbetsordning.

<p>The status, duties and administration of the Social Insurance Institution of Finland are defined in the Act (Act on the Social Insurance Institution of Finland). Kela's supervision is carried out by councillors appointed by Parliament. </p>

<p>Kansaneläkelaitoksen asema, tehtävät ja hallinto on määritelty laissa (<a href="https://www.finlex.fi/fi/laki/ajantasa/2001/20010731?search%5Btype%5D=pika&search%5Bpika%5D=laki%20kansanel%C3%A4kelaitoksesta">Laki Kansaneläkelaitoksesta, finlex.fi</a>). Kelan valvontaa hoitavat eduskunnan nimeämät valtuutetut. Valtuutettujen valitsemat tilintarkastajat suorittavat Kelan tilintarkastuksen.</p>

<p>Folkpensionsanstaltens ställning, uppgifter och förvaltning finns i lagen (<a href="https://www.finlex.fi/sv/laki/ajantasa/2001/20010731">Lagen om Folkpensionsanstalten, finlex.fi</a>). FPA:s förvaltning och verksamhet övervakas av fullmäktige som väljs av riksdagen. FPA:s revision utförs av revisorer som valts av fullmäktige.</p>

The OmaKela e-service may lag and users may experience slower than normal performance between 14.00 and 17.00 on 20–21 February and again on 24–25 February. Kela is expecting a temporary increase in traffic to the e-service because Kela is about to send a letter to students in higher education prompting them to pay their student healthcare fee.  We apologise for any inconvenience.

Henkilöasiakkaiden asiointipalvelussa OmaKelassa voi esiintyä ruuhkaa ja hidastelua 20.2. ja 21.2. sekä 24.2. ja 25.2. klo 14.00 - 17.00 välillä. Korkeakouluopiskelijoille lähetetään infokirje opiskelijoiden terveydenhoitomaksusta, jonka seurauksena odotetaan ruuhkaa OmaKelaan. Pahoittelemme häiriöstä aiheutuvaa haittaa.

E-tjänsten för privatkunder MittFPA kan drabbas av rusning och störningar 20.2 och 21.2 samt 24.2 och 25.2 kl. 14.00–17.00.  Rusningen förväntas på grund av ett informationsbrev om hälsovårdsavgiften för studerande som skickas ut till högskolestuderande. Vi beklagar det besvär som störningen medför.

<p>When you visit a service point, bring proof of identity, such as your passport or driver’s licence. If you are acting on behalf of another person, you need a specific power of attorney from that person and proof of your identity.</p><p>If you bring your online banking credentials or a mobile certificate, you can manage your Kela-related affairs on a self-service computer at the service point.</p><p>You are permitted to bring a guide dog, an assistance dog or a government working dog to a service point.</p>

Customer service points where service is provided by Kela’s employees. You can get personal advice in all Kela-related matters.

Service points where service is provided by the municipality’s employees. You can get general guidance on Kela’s benefits and services. You can pick up forms and brochures and file applications.
