Kela gets ready to invite tenders for its benefit administration systems
Kela has plans to modernise the information systems it uses for benefit administration and is preparing a public tender. The modernisation is intended to improve customer experience and streamline the benefit processes.
Kela has launched a strategic development programme titled Eepos. Its goal is to modernise the implementation of social security by the mid-2030s.
In a 19 December 2023 decision, Kela’s Board authorised the launch of a public procurement process for the information systems used in benefit administration. Kela will acquire platforms that can be used to modernise benefit administration and the digital processes involved in customer service, customer relations management and communications, and that allow the adoption of new services.
As part of the procurement, Kela will identify partners that can help to create needed services on the new platforms.
The procurement will be arranged as a competitive dialogue.
An invitation to tender will be published at the beginning of 2024. Kela will make its decision and sign a procurement contract early in 2025.
“The Eepos development programme will supply us with the tools we need to create an innovative, customer-focused operational model that is aligned with our strategy, and to do so by the beginning of the 2030s. The programme will produce tangible results in terms of simplifying the daily lives of our customers and staff”, Director General Outi Antila of Kela says.
Kela will provide further updates on the procurement and the launch of the process in January 2024.
