Modernisation of Kela benefit administration systems moves forward into negotiation phase
Kela is modernising the information systems it uses for benefit administration and is now starting negotiations with suppliers.
Kela has embarked on a strategic development programme called Eepos in which it is modernising the processes involved in implementing the social security system. The programme is aimed at introducing a customer-focused operational model by the beginning of the 2030s as foreseen in Kela’s strategy.
Under the programme, Kela will acquire the platforms and partners needed to modernise its processes relating to benefit administration, digital customer service, customer relationship management and data exchange. The platforms being acquired will also make it possible to adopt new services for the future.
The procurement will be arranged as a competitive dialogue. The goal is to complete the procurement process by early 2025.
Four suppliers selected for negotiations
A call for tenders was published in January 2024. A total of 17 applications to participate were submitted by the specified deadline. Four suppliers were selected for the negotiations phase.
The selection criteria emphasised the possibility to use off-the-shelf software for the implementation of social security and the availability of verified references.
The following suppliers were selected for the negotiations: a consortium of CGI Suomi Oy and Merative UK Ltd; a consortium of Fast Enterprises LLC and Accenture Finland Oy; PricewaterhouseCoopers Business Services SRL (using Salesforce technology); and a consortium of Tietoevry Tech Services Finland Oy and SAP Fioneer GmbH.
The procurement negotiations will be conducted in the spring and autumn of 2024 on the basis of prospective offers. Kela will select a supplier early in 2025.
