Recovery of overpayments
You can handle almost all recovery-related issues in the OmaKela e-service. Please note that our e-service is only available in Finnish and Swedish. Instructions are available at How to deal with recovery-related issues.
In recovery-related issues, customer service is provided by Kela’s Overpayment Recovery Centre.
Benefits
Kela recovers all overpaid benefits and benefits that have been paid without grounds from recipients. Report any changes in your circumstances which affect the benefits in time, so that the benefit is not overpaid.
If a benefit has been overpaid
Student loan debt repaid under the government loan guarantee
The student loan is a loan guaranteed by Kela. If you do not pay back your loan or pay interest to the bank in time, the bank will terminate the student loan and Kela will pay back your student loan to the bank. After that Kela will collect from you the full amount paid to the bank (i.e. the amount owed under the loan guarantee scheme).

Student healthcare fee in higher education
Students attending a traditional university or a university of applied sciences must pay a healthcare fee to Kela. If you do not pay the healthcare fee in time, the fee is referred to Kela’s Overpayment Recovery Centre for collection.

Child support debt
If the person liable for maintenance has not paid child support and Kela therefore pays child maintenance allowance to the parent whom the child lives with, the unpaid child support payments owed are referred to Kela for collection.

If you need help with debt problems, you can contact the legal aid office for financial and debt counselling (oikeus.fi) or the Guarantee Foundation (takuusaatio.fi).
