The Government plans changes to housing benefits for students, school transport subsidy and the waiting times guarantee and therapy guarantee for higher education students. In addition to these, it has been proposed that the minimum age for receiving several Kela benefits should be increased from 16 to 18 years of age. The Government further proposes changes to rehabilitation for young people and to the benefits which provide an income during rehabilitation. Most of the changes are intended to take effect in 2025.

The Government is proposing changes that would cut the amount of the general housing allowance for some recipients. The Government proposes eg. that the assets of the household would affect the amount of the housing allowance.

Kela has confirmed the value of the National Pensions Index as of 1 January 2025. An index adjustment of 1,0 per cent will be made as of the beginning of 2025, but only to some benefits. Other upcoming changes to social security may also have an impact on benefits.

The Finnish Government is proposing changes to reimbursements from Kela for private medical expenses. The Government is also proposing to reintroduce Kela reimbursements for fertility treatments. In addition, there are plans to increase Kela reimbursements for appointments with certain medical specialists and to reintroduce Kela reimbursements for physiotherapy. Plans further include freedom of choice in healthcare on a trial basis for people aged 65 or over, and a separate trial run with designated personal doctors. The plan is for the changes to enter into force in stages during 2025.

The Government is proposing a change to the calculation formula for sickness and rehabilitation allowances. This would mean a stricter limit on annual income, which would result in more customers receiving their allowance at the lower earnings replacement rate. Also, customers whose annual income exceeds the limit would receive a smaller allowance than before. The changes would also impact the partial sickness allowance and would go into effect on 1 January 2025.

The Government proposes that payment of national pensions from Kela to recipients in countries other than Finland that apply EU regulations should end as of 1 February 2025. The Government proposes to increase the initial deductible on reimbursements for medicine expenses from EUR 50 to EUR 70. In addition, the Government proposes that the initial deductible should be linked to the National Pensions Index, so that the initial deductible would be adjusted annually in future. The changes would take effect on 1 January 2025.

The Government proposes to reduce the minimum amount of partial labour market subsidy. In addition, the Government proposes that care fees received by informal caregivers and family caregivers should no longer be taken into account as parental income. Parliament is expected to pass these amendments in autumn 2024, with the amendments entering into force on 1 January 2025.
