Online applications for certain benefits will be replaced by PDF forms in the OmaKela e-service

PDF application forms will be introduced on 14 December 2024 for special care allowance, disability allowance for persons aged 16 years or over, care allowance for pensioners, old-age and guarantee pension, review of national pensions (old-age and disability pension) and for the adoption grant. The new application forms can also be submitted via OmaKela. 

Online application forms available in the OmaKela e-service can be used to apply for most Kela benefits. For some benefits, customers need to fill in a PDF form and then send it via OmaKela.

We will soon convert some of the online application forms to PDF. PDF forms sent via OmaKela will be introduced for the following benefits:

  • special care allowance
  • disability allowance for persons who aged 16 and over
  • care allowance for pensioners
  • old-age pension
  • guarantee pension
  • adoption grant

review of national pensions (old-age and disability pension including rehabilitation subsidy)

Until now, customers applying for these benefits could use an online application in OmaKela.
 

The change is being made as part of an overhaul of Kela’s benefit administration system. PDF forms will be used until the new system is ready for use. We regret any inconvenience this may cause our customers. 

Applications for special care allowance, disability allowance for persons aged 16 years or over, care allowance for pensioners, old-age and guarantee pension, review of national pension (old-age and disability pension) and for the adoption grant must be submitted on a PDF form. Alternatively, a completed application form can be printed out and mailed to Kela.

You can also contact Kela to file a verbal application. To do so, call Kela's customer service.

The change will take effect on 14 December 2024. 

How to apply for benefits in OmaKela using a PDF form 

  1. Save the blank application form to your device.  
  2. Open the form with Adobe Reader and fill it in. If you do not have Adobe Reader on your device, a free download is available in your device’s app store and on the Adobe website.  
  3. Save the completed application form on your device. Note that the application must be in PDF format. When you send your application in OmaKela, you do not need to sign it. 
  4. Log in to OmaKela and select Tee hakemus (File an application). 
  5. Select the benefit you are applying for. 
  6. Select the application on your device and press Lähetä (Send). 
  7. If you have supporting documents, send them via OmaKela (at Lähetä liite/Send an attachment) after you have submitted your application. If they are paper documents, you can photograph or scan them. 
  8. If you cannot use OmaKela, send your application to Kela by post. Save the form to your device and fill it in after saving it. Print out the form and send it and any supporting documents to Kela, PL 10, 00056 KELA.
