Other supporting documents

When you apply for social assistance in OmaKela, send the supporting documents you have concerning housing with your other necessary supporting documents at the same time as your application. How to send supporting documents in OmaKela (in Finnish).

Your application will be processed more quickly if you send all the necessary supporting documents at the same time as the application.

If you send supporting documents by post after you have submitted your application, include the Accompanying form concerning expenses - Social assistance TO 3e (pdf). If you do not have the TO3e form, write your personal identity code on each document and make a note on it that it concerns social assistance. Send the supporting documents by mail to Kela, PL 10, 00056 KELA.

Alternatively, you can hand in the supporting documents at a Kela customer service point. Please note that handing in the supporting documents at a service point will not speed up the processing of your application.

When you apply for social assistance,  send all necessary supporting documents concerning housing with your application, unless you have submitted them to Kela earlier.

If you live in a rented home, send us

  • a copy of the rental agreement or right-of-occupancy agreement
  • documents showing the amounts of rent/residence charge and water/sauna charges, unless these are shown in the rental agreement or right-of-occupancy agreement
  • the form titled Rental security deposit TO 2e (pdf) with supporting documents, if you wish to use a paper application form to apply for a security deposit
  • your home insurance policy.

If we receive information on your rental agreement in electronic form directly from your landlord, you do not need to send us the rental agreement or details concerning the amount of your rent. Check if Kela receives information about your rental agreement directly from your landlord.

If you live in an owner-occupied home, send us

  • details of monthly payments (interest and repayment of principal) on housing loans
  • statement from your bank showing the amount of housing debt or a bank statement showing the loan number, outstanding amount, purpose and amount of interest paid on the loan
  • your home insurance policy.

Also send the following supporting documents with your application, if they are relevant to your situation:

  • information about property and assets such as investment fund shares
  • information on the amount of any trade union membership dues
  • a decision on garnishment (when income is seized to settle a debt)
  • a payment plan issued by the debt enforcement authority
  • an agreement confirmed by the municipal authorities or wellbeing services county or a court decision on the right of access and maintenance of a child
  • a copy of the estate inventory deed, if you or your family member are a party to an estate
  • a decision on service or client fees if you receive housing services, either in your home or in an institution
  • the form Statement of self-employment income TO4e (pdf) and the requested supporting documents, if you are self-employed.
