Single benefit application model

The main principle of the single benefit application model is that Kela customers will easily be able to apply for several different benefits at the same time with one application.

The single benefit application model is an important step towards Kela services that facilitate the customer’s Kela contacts and are more customer oriented. The long-term aim is to improve the accessibility of social security benefits, so that services provided according to the model guide customers to apply for the benefits that they probably are entitled to.

The concept of a single benefit application model is included in Petteri Orpo’s Government Programme. Developing the model is part of the social security reform, which aims at creating a single general social security benefit (stm.fi).

How the development process proceeds

The aim is that by summer 2025 the single benefit application model will be in use for the first group of customers, those applying for unemployment benefits. In addition to the entitlement to unemployment benefits, the customer’s entitlement to housing allowance will be checked, if the customer so wishes.

In the future customers will thus be able to apply for several benefits with one application. The plan is that the single benefit application model will gradually be extended to more benefits.

In the new model, data on the customer from both Kela and other authorities will be used in the application process. The customer will only be asked for essential information that Kela cannot get from any other source.

The aim of the single benefit application model is that customers can speedily and easily handle all their current Kela matters at the same time. In this way, the customer can save both time and trouble, and in addition decisions may be issued more speedily.

Gofore is Kela’s partner

Kela will implement the single benefit application model using off-the-shelf software. The procurement process began in spring 2024, and from the tenders submitted, Kela selected Gofore Oyj as a partner. The procurement was arranged as a competitive dialogue.  

The development of a single benefit application model is included in Eepos, Kela’s strategic development programme. The procurement related to the single benefit application model is separate from the currently ongoing, more extensive procurement within the Eepos programme.
