Kela is working on a single benefit application model in accordance with the time frame set in the Government Programme. Through a competitive tendering process, Kela has selected Gofore Oyj as its partner for the implementation. The aim of the single benefit application service is that the customer can apply for several benefits using a single application form.

<h1>Procurement</h1>

<p>Within the Eepos development programme, Kela will acquire the platforms and partners needed to modernise its processes for benefit administration, digital services, customer relations management and communications. The procurement process was launched in January 2024, and the negotiations involved will continue until autumn 2024.</p>

<p>A total of 17 applications were submitted by the deadline, out of which Kela has selected four suppliers for further negotiations.</p>

<p>The following suppliers were selected for negotiations:</p>

<ul>
	<li>a consortium of CGI Suomi Oy and Merative UK Ltd</li>
	<li>a consortium of Fast Enterprises LLC and Accenture Finland Oy</li>
	<li>PricewaterhouseCoopers Business Services SRL (using Salesforce technology)</li>
	<li>a consortium of Tietoevry Tech Services Finland Oy and SAP Fioneer GmbH.</li>
</ul>

<p>Kela started procurement negotiations with the selected suppliers in April 2024. The procurement will be arranged as a competitive dialogue.</p>

<h1>Hankinta</h1>

<p>Eepos-kehittämisohjelmassa hankitaan alustat ja kumppanit, joiden avulla Kela uudistaa etuuskäsittelyn, digitaalisen asioinnin, asiakkuudenhallinnan ja tiedonvälityksen. Hankinta käynnistyi tammikuussa 2024, ja siihen liittyvät neuvottelut jatkuvat syksyyn 2024 saakka.</p>

<p>Kela sai määräaikaan mennessä yhteensä 17 osallistumishakemusta, joista se valitsi hankintaneuvotteluvaiheeseen neljä tarjoajaa.</p>

<p>Inom utvecklingsprogrammet Eepos skaffas de plattformar och samarbetspartner som FPA behöver för att reformera förmånshandläggningen, de digitala tjänsterna, hanteringen av kundrelationer och dataöverföringen. Upphandlingen inleddes i januari 2024 och förhandlingarna pågår fram till hösten 2024.</p>

<p>FPA fick inom utsatt tid sammanlagt 17 ansökningar, av vilka man valde fyra anbudsgivare till upphandlingsförhandling.</p>

<p>De anbudsgivare som valts ut för förhandlingarna är</p>

<h2>Future</h2>

<p>The changes foreseen in the Eepos programme will be implemented step by step. The process is scheduled to continue until the 2030s. A more detailed implementation plan will be drawn up once Kela has selected a strategic partner.</p>

<p>Maintenance of the current IT systems will proceed alongside the Eepos process. This will ensure Kela’s operational readiness throughout the transition.</p>

<p>Samtidigt fortsätter underhållet av de nuvarande IT-systemen. På så sätt garanteras FPA:s funktionssäkerhet under övergångsperioden.</p>
