Procurement

Within the Eepos development programme, Kela will acquire the platforms and partners needed to modernise its processes for benefit administration, digital services, customer relations management and communications. The procurement process was launched in January 2024, and the negotiations involved will continue until autumn 2024.

A total of 17 applications were submitted by the deadline, out of which Kela has selected four suppliers for further negotiations.

The following suppliers were selected for negotiations:

  • a consortium of CGI Suomi Oy and Merative UK Ltd
  • a consortium of Fast Enterprises LLC and Accenture Finland Oy
  • PricewaterhouseCoopers Business Services SRL (using Salesforce technology)
  • a consortium of Tietoevry Tech Services Finland Oy and SAP Fioneer GmbH.

Kela started procurement negotiations with the selected suppliers in April 2024. The procurement will be arranged as a competitive dialogue.

Future

The changes foreseen in the Eepos programme will be implemented step by step. The process is scheduled to continue until the 2030s. A more detailed implementation plan will be drawn up once Kela has selected a strategic partner.

Maintenance of the current IT systems will proceed alongside the Eepos process. This will ensure Kela’s operational readiness throughout the transition.
